我也觉得A的by用的很牵强，如果是for可能好一点。

grant不仅可以做动词，表“授予”的意思，它的名词形式就是“政府拨款”的意思，如：student grants,既然这个词本身有名词形式，那么它的动名词形式就应该是第二选择了吧。
