求帮忙解读一下这段关于成绩单的要求

在香槟的网站上看到关于成绩单寄送的要求如下：
“Final official transcript and degree certificate (if applicable) from each college or university attended, along with certified English translations if the records are in a language other than English. Credentials must be certified by an officer of the educational institution issuing the documents. You should request that the educational institution send the transcript and degree certificate directly to the University of Illinois MSA Office in a sealed envelope.”
这是不是就是说把学校盖章的中英文件放在学校密封盖章的信封里寄出去就行了啊，不是说要教育部寄送吧？

我给小m发邮件，小m也没跟我说清楚。求懂的亲帮忙啊~

UIUC MSA不需要做WES的
