B 主谓宾已经很明确了，for it to withhold from the public 这个it 多余，ackward ，而且for it to 是神马结构？

C for withholding disclosure to the public of withhold 的逻辑主语成了powers，而且最后面的of没法解释，整个句子看起来不之所云。
