What does this offer letter mean?

"In addition, the committee has attached a scholarship package valued up to $xx,000 over the two-year program.  The distribution of the award and the Scholarship Terms will be detailed in the admission package being sent later this week."

I feel confused by this "UP TO". Does this mean the maxium of scholarship is $xx,000 but it doesn't necessarily mean it is the amount I will recieve?

刚问了另一个拿到offer的同学，她的信里也用到up　to了，不过是另外一个金额。Anyway，还是等到package到了再仔细研究一下吧。

我觉得是罐装邮件，不个性化地一一修改数目，所以用up to方便。
