my two cents:
1 introduction, position: abidance of civil and criminal right
2. I think the statement commits a fallacy of putting the cart in front of the horse. By aswering the question, we should firstly clarify the goal of a nation's civial and criminal laws. A established and well-practiced justice system would enable the majority of people to pursue happiness by protecting basic human rights and private property. The end is to increase the overall happiness of the people. There are a bunch of means to realize this end, one of which is the enforcement of civil and criminal laws. By switching the means with the end, we are thereby obligated to obey whatever the law asks us to do, a scenario which may result in catastrophic consequences. E.G. slaving african-americans, cuz once slavery was legalized.
3. By putting the abidance of criminal and civil laws the first priority, we will consequently lose the opportunity to amend our laws in accordance with our forever changing moral judgements. E.G. legalization of abortion and gay marriage. (abortion was once considered crime in U.S. and so was gay marriage.)
4. Admittedly..The stability of a country, which rests on a well implemented legal system, is necessary for us to live up to our potentials, to realize our dreams and to pursue our happiness. However, only when the civil and criminal laws represent our most selected values can we convincingly say that it is our primary....
