W is usually given to a student who drop off a course after the course is already more than half way through. That is, between the midterm and the final. So people who withdraw usually do so because they are really struggling. Otherwise, if they just did not do well on the midterm, they can opt to take it credit/no credit, which allows them to conceal the grades but still get the credits.
