Dean's Excellence Scholarship Offer
Dear Applicant, you have had three weeks to consider our scholarship award.  I wanted to check with you and see if you had any questions about the offer, and if you were still considering attending UT Dallas.  lease send me a note with some word on your plans at your earliest convenience.  Thank you.  Eckel这个是什么意思的啊？ 如果要接受的话就写封邮件说 接受offer的？ 接受了之后不去没事吧？

我觉得是~因为第三轮还要发，如果前面不去了就给后面的人~

if you accept the money, it means you also accept the offer, and will attend UTD
if you decline, you decline the offer

That would be no difference as you accept an offer and then later change your mind
