The minimum score of GMAT is 600 to apply, they usually look at your GMAT score and your essays.(Christina answered this question on the open campus event this year) So, 700 is more than enough. The deadlines for application this year are 1/23 and 3/23, but they are indefinite each year, so you should probably check it again next year.
About TOFEL, that is a snippet of what they have on the requirement:
Command of English. If English is not your native language, or you have not graduated with a degree from an English speaking country, or worked for over three years in an English speaking country, you must demonstrate competence in English by scoring over 600 (for the computer-based test: 250; for the internet-based test: 100) on the Test of English as a Foreign Language (TOEFL).
But I guess they will let you slide on this....
I think you have a pretty fat chance of getting in Hitotsubashi. However, I don't have any information regards to the scholarship.
