If 改变了整个句子的意思。用了if，the sentence implies only that television can be "superficial" IN THE SPECIFIC EVENT THAT all 3 major networks broadcast the same political statement.

as这里应该是用来举例。一般举例用such as，但是一般后面只加名词。

这里when是一个句子，可能用as来举例更加准确一点。
