my answer of No3 is also C, this is a complete sentence. Because the adv-"eventually" requires the V-"succeeded" to be put in front of the subject. Actually this sentence equal to :" despite Ezra Pow succeeded as leader of the progressive imagists eventually." (dao zhuang ju)

you can modify "despite" to "although".
"dao zhuang" is because the adv-"eventually"!
