“to award x powers, (注意逗号) enabling it to do...”, 好像改了句子结构, ENABLING 的逻辑主语成了SUPREME COURT; 而文中的意思是指POWER 使 AGENCY 能去做什么...

to award x powers to do y, 有这一说法吗? 而却, 这样一来, 似乎AGENCY就一定要去做, 而不是只具备这样的能力去做.
