E选项改变句意。

"for consumers and businesses making alarge number of long-distance calls"属于predict的内容，是政府部门做出的。把它主在前面改变了原来的意思。

语法上进，这属于“转述他人的言谈和思想”say, recommend, predict, claim, declare等等等等都是。被转述的部分不要乱放，否则分不清是被转述的还是作者本人的。
