Agreement; Rhetorical construction

The subjectof the first clause, the singular noun surge, must take the singularverb has raised rather than the plural have raised. It is superfluous and pointless to saythat peoplehope both that there is a recovery and that such a recovery isunderway. In this context, there is adds nothing and can be omitted to create a more concise sentence.

A Subject and verb do not agree; there is ... finally underway is awkward and wordy.

B For there being is awkward and wordy.

C Had raised is the wrong verb tense; for ... being is awkward and wordy.

D Correct. In this sentence, the subject and verb agree, and the verb is in the appropriate tense; a recovery is finally is clear and concise.

E For a recovery finally is awkward and — to the extent that it can be seen as grammatical — does not make sense.

The correct answer is D.

对A项解释。there is ... finally underway is awkward and wordy.这个解释，放在这题中，我看懂了。我想知道，there be是不是永远都是错的？换句话说，只要看到there be是不是就能认为这个选项是错的了？

对B项解释。没看懂。hopes for there being是一个固定搭配么？或，hope for doing sth是一个固定搭配么？

对E项解释。没看懂。这个解释是暗示for a recovery finally under way是不合语法的么？如果符合语法，那跟正确的D项很相似，为什么就does not make sense了？是不是a recovery finally under way（E项）和a recovery is finally under way（D项）意思是不一样的？

本人新手，如果CD已经有了详尽的OG题目答疑帖，望请告知。谢谢各位大牛帮助。

A. there be 出现不一定错，there being出现一定错。 there be 表示客观存在的东西，OG中大多作为可直接排出选项，但有例外。
这里there is去掉不改变原意，所以它就显得很多余。
B. C都涉及都HOPE FOR的问题，请参照这个帖子 43楼以后的讨论。
