The commission has directed additives to restrict the use of the word natural to foods that do not contain color or flavor additives, chemical preservatives, or anything that has been synthesized.

这句话是说natural只能给不含色素的食物或者不含味道添加剂的食物，或者不含化学防腐剂的食物，或者不含任何合成物的食物使用吗？

听起来怎么这么怪呢？难道是含色素但是不含防腐剂的食物因为符合不含防腐剂这一条所以就可以叫天然的食品吗？
