对于正确选项没有异议，只想问问
in an attemp to attract more tourists 这个介词短语在句首时，之后的SUB是否必须要是其逻辑主语，即Swiss government呢？
就如同Ving在句首，与主句SUB逻辑一致

"in an attempt to do what", as i think, is an adverbial modifier, modifying the following main clause and its SVO.
in particular,
IN the attempt to attract more tourists, Swiss government commissioned, had something decorated, set ...

if we switch the subject to Statues, it appears that
IN the attempt to attract more tourists, Statues were commissioned, decorated, and set up on streets.

--->This one seems as if "statues" itself performed the action of the phrase "in the attempt to attract more tourists", but it couldn't, right?

请问A为什么不对呢，having不可以理解为插入语吗？而且had如果和后面的set并列为什么要有逗号呢？谢谢！

this is based on the meaning of the original sentence, which mainly focuses on three actions of the government. i.e. the SG commissioned, had something decorated, and set them up.

if you want to use a noun modifier to show which kind of the statues is, you'd rather use
a) statues decorated by local artists
than
b) statues, having them decorated by local artists.

a) is much more concise than b).

in case you might think of b) as an adverbial modifier, there's just no logic links/consequence/time sequence between these two actions.

In this case, MEANING is the fastest way to eliminate other choices, and we must understand that the writer's intent is to introduce three equally important actions of Swiss government, aiming to attract more tourists. (btw, aiming here is a noun modifier which modifies the actions.)

还是不明白为什么having不行，had在c里做什么成分呢，整个句子的意思是什么？我选a的时候是觉得having引导的句子做伴随，因为钱面主句已经完整了啊
