这题最快的方法是根据句子逻辑意思，确立句子合理重心。运营成本和其他工厂一样，维修成本更贵。可以判断后面是主句，前后应该有表示转折让步的连词，即while的存在。再对比ab，b前后主语都是cost,更加平行，选b。
关于D,我觉得几个地方的问题：1.it形式主语的wordy 2.they有指代types的嫌疑 3.whereas前后不平行 4. stemming这个modifier不make sense
