1）我觉得你这个句子是正确的了。
2）如果说temporarily后面有comma的话，说明句子结构为The blizzard deposited more than a foot of snow...,promoting..., and causing...；这个结构的话，promoting和causing都是作为前面主句的结果状语，最有效的方式是使用and将promoting与causing连接起来
3）但是，一般COMMA+ And的话，属于A, B, and C这种情况的并列；两者并列的话不需要COMMA
