In choice E, the illogical and awkward use of a prepositional phrase (for firms' survival) buries the needed initial reference to firms in a possessive modifier.
在109题中说require of x to y是ungrammatical的，而181题又说这个是正确的。

不能加句子的
所以181 的required 是 -ed分词，修饰expenditures.
但是这里-ed分词，我怎么觉的，应该是做定语啊？
而不是谓语动词，不适用于require sb. to do.
