In choice E, the illogical and awkward use of a prepositional phrase (for firms' survival) buries the needed initial reference to firms in a possessive modifier.
在109题中说require of x to y是ungrammatical的,而181题又说这个是正确的。

不能加句子的
所以181 的required 是 -ed分词,修饰expenditures.
但是这里-ed分词,我怎么觉的,应该是做定语啊?
而不是谓语动词,不适用于require sb. to do.
