请问如果把(c)改成 as many as those who are enrolled in ，（C）可不可以成为一个正确的选项呢？谢谢

不行, as many as的第二个as为关代，可当主语，因此those和who都不可出现。

我觉得如果把(c)改成 as many as those who are enrolled in ，是可以的。

as做关系代词，代替that, who, which, 只是当as之前有名词时。这里，第二个as之前是many (adj)
