B的解释是：allow应该用第三人称形式；and与so都是连词，重复。

and so是一个短语. and so = and therefore Madeira has an ideal climate,and so it is not surprising that it has become a tourist paradise. 作者: 泾渭不凡 时间: 2012-2-17 16:05 这个问题貌似一直没有完全解决的说。 饭饭查了一下哈，有人说and so=and therefore, 此类观点的人比较多；还有人支持and so=thus(thus这里必然是取连词意思)，此派支持者从2011年10月开始出现... 饭饭又查了牛津高阶，看到and so连用的情况是在so作为副词的情况下使用的。

第1题：and前后不共用主语：and之前的部分，主语是design；and之后的部分，主语变成了an attacker。 第2题：and前后共用主语，都是mountain yellow-legged frogs，只不过and之前的部分是直接说；and之后的部分是用they来指代。 事实上，一句话如果是A do B and C，我们知道do B和 do C的都是A。所以and前后必定共用主语，如果再用they来指代是重复。 但第2题在and之后有了一个so那就不一样了，有了它就可以另外再补充一个they而不显重复了。 所以and之后可以加so，但so引导的分句主语必须与and之前的主语一致(第2题)，倘若不一致那就不能加so(第1题)。
