Sometimes "while" can be explained as "simultaneity", for example, I am doing my homework while she is watching TV.
In this sentence, "it" might refer to " over 75% of the energy". if we use the subject substitute "it", the sentence would be "while in Germany over 75% of the energy is just over 33%". This doesn't make sense, therefore, "it" needs its antecedent.
