recession后的that如果去掉的话，那么and instead后面的come in就会变成于reflect并列，改变了句子的意思。

没太明白，recession后的that如果去掉的话，那么and instead后面的come in就会变成于reflect并列，改变了句子的意思。
为啥去了that后就会变成和reflect 并列了呢？

第二个that 我觉得是可以省略的，曼哈顿的例句是对的，That在OG-50里面，第一个That是同位语连词，不可以省略，第二个that是定语从句中的宾语，属于many had feared的宾语，可以省略，但一般不省略避免有歧义。
