(E) to be a dwelling that must also operate as a business

1.that指代dwelling？若如此，dwelling是单数、为何businesses是复数？

2.Operate as 为固定搭配？但新东方老师说as后要跟句子，like后跟名词，要如何判断as在句中是介词或连词用？我本来选B，因看到like 及

as都出现、以为 as在句中是连词。

1－dwellings是复数；

2－as作为连词时跟句子，作为介词时跟名词性短语，比如act as a hero.

Thank you. 因为新东方的补充材料dwelling少s.

所以看到as 及like都出现，还是要从句意看是当连词或介词，对吗？
