应该是: ...residents are less likely to be sitting at outdoor cafes than to be bracing themselves against arctic chills, (to be)shoveling snow, or (to be)seeking...

为何要用are less likely to be sitting ， to be sitting不定式被动？

这道题只有A选项符合平性原则

但是不明白为什么用to be doing而不是to do，感觉很别扭

用be doing istead of to do 是为了强调一种状态。
