Well,seems that you've ignored the middle word "if enacted" , it is the "
proposal" ,not "taxing..."
be enacted, based on this point of view, you can eliminate choice C,D,E,in terms of choice B, i think" propose to "will be more idiomatic than "propose of doing" So, A wins.
just some sort of personal views.
