C. had raised hopes for a recovery finally being D. has raised hopes that a recovery is finally 这题答案为D，主句中时态为过去时，那although句中为何不用had而用has。

首先，主句中没有过去时态啊~！Although a surge …has raised hopes that … , many economists say that …，一个是现在完成时，一个是一般现在时，所以although句中肯定是用has。 过去完成时的逻辑含义是“过去的过去”
第2个问题： 当 surpassed only by … : only 修饰 by ...， 意思是说，糖尿病仅次于心脏病和癌症而成为世界第三大顽疾。 当only surpassed by… : only 修饰 surpassed， 意思是强调只是“被超过”，而不是“被消除或者被打击”之类的。 也就是说，当only修饰surpassed的时候，句子的关键就在surpassed了，而不是heart disease and cancer.
