根据law 后面要加Ving形式，可以排除CDE。 对于A， 因为devices be on shirmp nets is protecting, 里面有两个动词可以排除。 但是对B，虽然答案解释了用 is protecting的原因是表示动作还在进行，但是require后面如果是句子难道不是需要用虚拟语气的吗？ require+ that sth (should) be ..... ， 如果改为： requiring turtle-excluder devices on shrimp nets protect， 是否正确？

补充require的用法： require sb. to do； require + that 从句（必须使用虚拟语气）； require of sb. + that (必须使用虚拟语气)；
