IMHO
1) alone VS if only because---> . the author is wanna to convey the meaning of " just for one major/ particular reason, the construction is wasteful
a/ 'alone' in the end sounds awkward. U can not figure out what does it mean at once...misleading meaning such as "facilities alone"
<which means just avoiding duplicated facilities, not anything else>
b/ if one because: clearly point out one reason for the wastful construction is ###.
2) logic-->avoiding facilities VS avoid duplication
B emphsize the avioding facilities(duplicated modifies facilities)
e emphsize the action of duplication. imo, e wins in logic .
3) subjunctive mood
e has a implicit meaning of " IF U JUST consider the matter of duplication, the construction WOULD be a wasteful thing"
but acually " Building large new hospitals is a wasteful use of resources.
