845，TO DO表示将来，不能用在这里

snowflower, you may be influnced deeply by BaiDaXia. A problem about "hurrican" mentioned by him in his online classroom. He said that the first, second... should be followed with "to be". Anyway, I suggest you grasp the structure of the sentence, the most important strategy to cope with GMAT SC. Do not hold the principle instructed by XDF as a absolute truth.

By the way, I recommend you to read OG through and through. All your questions are explained clearly in OG.

845, the first plant built by:过去分词作定语表被动和过去，用to be build作定语表被动很不简洁，而且象是表将来。至于the first 后用不定式看来只有在修饰成分（就是定语）是主动的时候适用。

不过偶觉得D改为 the hourly rates offered by many nearby factories

厚着脸皮说2句。

1，作题的思路和讨论的思路要标注在题目旁边，第二遍作的时候参考，第二次作又会有新的思路，再加上去。如此周而复始。

2，CD上有很多高人的总结，搜索一下，多看几遍。

3，不仅题目要做对，还要看懂。
