求教 答案是C选项 说是in 1999紧靠逻辑修饰对象The Passage 我觉得 the passage of the Anti-Cybersquatting Consumer Protection Act应该是个整体吧 而且应该更强调的这个Act 所以除去别的不说 in 1999应该像B选项那样把放在整个短语的后面~~so confuse

still, B has two flaws
1) the expression "with the intent that they will sell...." is wordy
2) In the "which allows ...." clause, there are two plural noun "companies" and "those who ..." , generating the ambiguity of using "they"
