(D) from the income tax（B）

(E) than a tax on what people earn

the不好，给人感觉就是前面的a tax，还有就是意思不清。

用the就是指前一个a tax. 自己和自己怎么比较?

可是the income tax里面income修饰tax，就说明这不是a tax on what people spend了，而是另外一种tax啊。不好意思，我还是不太理解。
