(A) that Halley’s comet will pass
(B) that Halley’s comet is to be passing
(C) as Halley’s comet
(D) as will Halley’s comet
(E) as Halley’s comet will do

如果选D, 句中省略的动词在前句中只能找到passed。补回后变为Halley's comet will passed ...显然不对。因此，个人认为只能象E这样补出do，或pass。

请指正。

在比较的时候可以用不同时态甚至情态动词。可以去看白勇。
