给你两个解释

1 不符合英语语言习惯这个没有什么道理可讲

2 可以被错误地理解为一个持续了两年的低水平因此表意模糊

E 感觉也有歧义啊， in two years 可以说在2年以后啊

首先，读完题目要明白作者到底想表达的是什么意思。

认真体会一下，这题作者想表达的是：the July decrease suggests...,而这个decrease 是两年来最低水平（并且这是一个既定事实）

那么这就不难理解这题为什么选E了

AB中 so that修饰名词错！排除
C中 would be这个时态陈述的并不是一个既定事实错！排除
D中没有表达出“最低”这个意思，改变了作者想表达的逻辑意思错！排除
而E是相对来说最好的选项
