not but 强调的是“不是，而是”，produce是两者相同的部分，没有必要进行什么比较，两者之间不同的是seed companies和university and United States Department of Agriculture researchers

你的意思就是说59题D选项比较啰嗦，所以是错的，对吗？

59中was是助动词，表示被动；74中are是系动词
sth. is not ... but is ...这个完全可以

也可以说59的用法是因为啰嗦
C: was produced not by ... but by
D: was not produced by ... but was produced by （没这么用的）
