答案B。我明白其他四个选项的错误。但是关于B，大家说这个是比较结构的省略形式，因为主从句的主谓是一致的，所以从句部分只保留了介词结构。但是我觉得从句省略部分than后面补全的话应该是than they had in any previous election的啊，因为previous一词暗示从句的动作应该在1992年之前，即过去的过去，那应该是用过去完成时，这样从句过去完成时，主句一般过去时，就不一致了怎么还会因为主谓一致而省略呢？请nn多多指教：）

我看到的说法是两个名词的比较，a greater proportion与(proportion) in any previous election比较，所以省略掉了

in any previous election~的确是过去的过去~但是这不表示一定是过去完成时~只有当“过去的过去”的行为对“过去”的行为有影响的时候才用过去完成时~在这里句子强调的是两个不一样的“过去”的行为的比较，并没有强调两者的顺承联系，所以都要用一般过去式。
A错在两个地方~首先，主语是costs，是复数要用they~其次，谓语是accounted，所以正确的用法应该是than （they did）。
