给出的答案是B,可是A错在那里了呢，为什么when之后不能用to be able啊！

恩，再补充一下，并请求各位检查一下我的思路：
Q20 A里面 while causing是状语从句的省略，逻辑主语是主句主语，an oil barge是不会causing的，应该是leaked这件事情causing的。所以逻辑错误。
        leaking its cargo of 750,000 gallons into the ocean逻辑主语是an oil barge，an oil barge主动地leak逻辑也错误。应该把这两件事放到两个子句里说。

        Q28 A里面(怎么跟原句不同？)when to be able to adjust to the environmental changes wrought by human beings has created a whole new class of dominant large mammals. 你看has created，前面的主语不能是to be able to do，to be able to do这个表示将来的行为是无法has created的，逻辑矛盾。只有ability才能够has create.
    ps:when是能够接不定式的吧，当不定式是做主语的时候...
