问一下，句首的that到底什么意思？做什么成分？怎么无端端放在句首？

第一题中的are beginning to raise alarms.说明COST是水价上升这件事情还没有发生，所以用WILL比较好

"that..."是highlights的主語
E也可以對...只是E的meaning有點怪因為"some fraternal twins resemble each other greatly and others look quite dissimilar"所以highlights a feature...

正解！at a cost of 是idiom表示X准备好牺牲某物而去做那件事，原句子重心不是再说propose这个动作本身不对，而是说那一串projects设计不合理，成本太高。

第一题已经明白了 1是ing一般表示正在进行 2是整个逻辑结构边成proposed plan的代价，对吧？

第二题呢？

AlienX能不能详细点？

之前没有见过这种句型

是不是凡是想把一个从句作为主语，前面都可以放个THAT呢？

文法上 ,That+句子在句首可以function as主語.
