Usually, the subject should be living things which can give the action. C implies that the cigarette itself can choose the kind paper which is a component of the cigarette.

Isn't there any difference between "oxygen entering the cigarrete" and "oxygen when it enters the cigarette"? Which one of them implie that the thin paper has a quality?
