选E把，B中the united states前加个in，比较就明确了。E中的结构the rate...is,the rates are句式也比较对称。

我觉得选B，因为E the rate of sb doing。。。。可能是错误的，介词的宾语应该是名词吧，sb doing......算名词还是从句？我不太确定。另外，动词>名词>形容词>抽象名词>分词>从句。
