that allowed没有allowing修饰clear这题ans???????

C 时态不一致。violates 和allowed 这俩不能在一起玩。

我第一反应要选B，但B错在their，因为前面的词是the ban，应该用单数。我觉得如果B的答案改成of its violating state laws 应该就对了。
