they have completely different meanings seperately.
D, the key is the bag could eliminate two possiblities, the one that the smoke appear (出现) and the other that smoke make an passenger think the car was on fire.
E, the key is the bag could eliminate the only possibility that the smoke appear (看起来) to make an passenger think the car was on fire.

应该是出现的意思， 因为SMOKE 本身就不是正常 air bag 的性质， 它既然要说 smoke 会引起乘客不良感觉，必先说它会出现，因为出现本身就已经很奇怪了。
根据旧prep上前辈们说“错误的原文至少会透露出作者想要表达的本意”来看，原题里面making是做状语，说明作者倾向于表达两个平行的的动作，基于此，我还是选D。
我觉得E对。to do有表意外结果的意思：
如：I came home to find no one was in.
本题用to make表结果比用and make表平行更加增强动作之间的逻辑关联。

仔细分析了一下，我认为你的观点是不正确的。
句子意思是汽车增加了配件，来消除XXX。 XXX代表什么呢？
句子逻辑是:增加配件——>消除气囊冒烟——>消除心理恐慌，所以消除的应该是两方面。
所以再根据你对D\E的分析（很正确，D消除两个因素，E消除一个因素），就E不对。

有人说and连接的两个动作必须是同时发生的，这点似乎没有什么根据吧。我觉得以前以后也可以。
借用金山词霸上的例句：Let's go and play basketball.这个go和play不能算是同时发生吧？这要是能算同时，那本句里的appear和make也应该算了。
E中的to do有表目的的意思，例如：I came outside to breath the fresh air.这里的breath就是came动作的目的,如果用在这里就是smoke appears to make passenger think the car is on fire.变成了出现smoke的目的是为了让人觉得车在着火。不大符合逻辑。
无论从语法还是意思上都只可以选择 D
