approved the installation because it believed that all reasonable precautions

(B) neither vast
amounts of money nor staff members

(D) neither vast
amounts of money nor a large staff（D）

(E) no matter how
large the staff or how vast the amount of money

C为什么不对？？　　答案是D　　请教

C有歧义，vast可以修饰amounts或者同时修饰amounts和numbers
