修饰doctors，就是加入了工会的工人不会参加低层次的保险计划，这些差的计划让医生花更少的时间看每个病人

这两件事导致了花了更少的时间

同意是修饰doctor的.

但我不同意S7说的limits on medical services and require doctors to see more patients这两件事导致-ing,因为doctor在后边,所以仅仅后半句的分词状语吧!
