如果用and来并列,那么后面就不应该用could.用了could意为:学生因而才能....,逻辑上有前因后果关系.

改变了原句的逻辑关系，而且两个东东并列用and连接，就可以不用逗号了，三个以上才用吧

选B的话从结构上that应该是convinced之后的that，这样的话逻辑意思就和前面一句并列起来了，改变了原句的意思。作者是convinced学校可以给学生提供这样的机会，而不是学生可以被提供这样的机会。

'so that' meas the fomer part of the sentence has something of a causality with the later part of the sentence. If you change the phase with 'and that' it will cause a flaw of ambigulity. SC is not just about grammar, but also a examination of how well you understand the content of the sentences.

However, should be in does not make explicit intention(on the voice) to show the logic trend of the causality to provide that social work can offer students the follosing info of the sentence. Also, like the uper guys said, in the original sentence, the author means to provide a progressive voice of saying so, whereas, using 'and that' which is a phrase for parallism is not right.
