我不能同意OG给出的这两个解释点：
首先，"that" 在其引导的定语从句中作宾语，应该是可以忽略也可以保留的，所以没有必要说"recession must be followed by that", 不是吗？
第二，"were fearing" 应该也是正确的时态，为什么非得是"had feared"?其实后来我多想想，到觉得"had feared" 反而有些说不过去.

至于were fearing, 用过去进行时不行吧, 过去进行时我觉得一般表示短时间内的. early in the year时间标志是过去完成时, 表示早先作出的预测. 这儿不知道一般过去时可不可以?

（关于这一点，这句话强调的是完成事态：the recession that many had feared earlier in the year “在今年早些时候曾经担忧的衰退”，为了对比现在的新情况：the economy will aviod the recession“经济将避免衰退”，所以had feared 比were fearing 要好）

关于双重定语从句（例句应该是嵌入式定语从句吧）第一个that可省，第二个that不可省的语法依据哪里可以找到啊，GOOGLE了半天都找不到。。。
