我认为答案应该是 A。

首先，C 的时态是不能和整个句子的时态协调一致。这个句子是由两个主句组成的： the FB has raised rate target and analysts + 谓语＋that 宾语从句。总体上这个句组是现在时态。从句意上理解，从二月开始，FB已经将 rate target 提高了 5次，并且，由于持续强劲的经济发展，分析师们在几周的时间内已经不断的预言target在11月还要再次提高。
