很少见responsible to; FROM MY Dictionary:
be responsible for 对…负责 The police are responsible for the preservation of public order and security. 警察有责任维护公共秩序和安全。

是 responsible for更常用, 感觉 更强调 duty . 而 responsible to 只是对某某的应答, 没有 duty的感觉. 例如: Each student is responsible to obtain the necessary visa.
