9。从句意看，偶觉得D比C好啊。D中的that的指代也算清晰的，estimate后面省略了宾语从句的that（我看见SC中很多未画线部分也有省略宾语从句that的），为什么不选D？

9题划线部分中only 36 percent of the nation’s 607 HMO’s were profitable last year是修饰health maintenance organizations，直接跟在逗号后面即明确又简洁；如果换成D的说法，稍显尴尬。
D中estimate的that不可省略，OG一些类似题目（划线部分）我好像没见到有省略that的。具体例子我晚上空下来找找看。
我个人觉得D中第二句话的that无指代。如果指代“获利的公司”，应该用those，that指代it不合适，同样指代estimate的这件事情还是不太合适。
我不是NN，不一定对，只是个人感觉。
12题我也没分清E哪里不好，等NN来指点。。。

因为NO.9-(C)这个选项,最后一句是一个分号隔开的,就是最后一句是一个完完全全独立的句子,(不是从句).所以主谓宾不能少. 而will只是一个助动词,没有实意的,所以要补全实意动词"be"
好比说: ETS will be killed.
但是说 ETS will 就没有实际意义了.
第二个题目我想你应该明白了,这是一个句子.
这句话本意是说,NO.22-(D),补到提干里,你会发现,是个as引导的从句."这是一个句子"的意思是说,选项D带入提干,整个题目就是一个完整的句子(虽然内含一个as引导的从句),但仍旧是一个完整的句子,这时候从句动词本着一切从简的原则,可以省略实意的do(因为主句有实意动词了).

至于 "as comet will"还是"as will comet",我认为从语法上讲,都是正确的.
目前SC中还没有发现过 上面2个选择同时出现在选项让选择的情况.
-----------如果万一真的出现了这种选择,我觉得判断标准要在主句里找,"平行原则":
1,看主句的主谓宾顺序,as内部结构尽量平行
2,看主句末尾的词,和as开头的词,是不是有关联,再决定as是否倒装------------------这个和很多很倒装句的目的是一样的,有时候倒装的原因,就是为了让主句某些词放在句尾,和从句的开头连在一起呼应.
当然有时候倒装也是为了避免歧义或者强调重点.
