但是我还是对C有疑问，解释答案说C The sentence uses present-tense verbs；having been assigned casts doubt on whether the employees are still assigned to the United Nations．我还是不太明白，因为有 people who are living in NY,可以写成people living in NY, 为什么这里省略who，用分词来修饰就不对了？我对时态不太明白。

这里我的疑问是选项E为什么在as many as 后面没有主语，直接are enrolled in，让我觉得很怪就不敢选，是不是people被省略了？这样省略是可以的吗？不是要用those或that来指代？
