这个好像是本月机井啊。
我也觉得应该选D。不定式表示目的，这里TO MAKE。。。应该不是inflated的目的。如果用make，和appear平行，意思清晰。
我支持选D：）

e有歧义，

1，eliminated the possibility that a burst of smoke would appear『 when the bag inflated to make an already terrified passenger think the car was on fire.』

的确应该选D。因为这里让顾客收惊吓的不应该是inflate，（虽然说老实话，撞车时安全气囊突然嘣一声暴开也挺让人害怕的），但是这里说得是会人人们误以为车on fire 而感到terrified。那么这里的让顾客惊讶的是inflate的时候冒出的烟，而不是inflate本身。所以如果有人想把E中的to make解释成inflate的目的，这是不正确的。

我把句子简化一下,有些名词就用XYZ表示.

X included Y,which eliminated the possibility that smoke would appear and make Z think XXXXXXXX.

原句中的when the bag inflated作为smoke would appear 的时间状语,我觉得简化句子结构时可以不看.

这样的话很明显appear和make平行了,and有"第一件事发生后第二件事发生"的用法,eg:I go out and see Tom,所以vote for D
